Lins teaches the representatives of Sally about the Great Pumpkin but they feel as if that is the craziest thing they've ever heard. Luucy (who is the defacto head of the appointed house) supports the first Tie Amendment while Shermy instructs Sharmy (it can't tell the elected members what to do) to vote for it as well.
Lins explains the difference between the Great Pumpkin and the Christmas Provider, their obligation. The vote for the first Tie Amendment ends in a 10-10 tie.
Lins has Chuck write the letter asking for gifts and is told to address it the Pumpkin Patch. Every single country demands for someone to change their vote on the amendment.
Chuck is worried about how the letter will reach the pumpkin patch but Lins says he's insulting the postal department. Soe changes his vote to pass the amendment and it passes unanimously through the other house.
Luucy tries to prove the Great Pumpkin fake because no ones seen it but Lins doesn't argue because she's obnoxious. The First Amendment goes into effect and Chuck decides to set up his party.
Luucy and Lins argue about The Great Pumpkin which annoys Chuck. Chuck later declares the next representative election in 2 years.
